Innovation potential

1. General characteristics

In the Udmurt Republic there is a target-oriented program "Development of innovation activity in the Udmurt Republic in 2005-2009", which promotes to formation of innovation structure. Its basic element, Innovation and Technological Center of the Udmurt Republic, was established, which provides information, patent and legal support, consulting and organizing support of activity of innovation companies.

There was commissioned the Business-Incubator in Izhevsk city. The Business-Incubator offers facilities for realization of innovation businesses from idea to implementation. There was established subsidiary of Republican Business-Incubator in Glazov city under support of the Government of the Udmurt Republic.

There were established five centers for technologies transfer in the leading Higher Educational Institutions and Scientific Institutions of the Republic. Their aim is to organize effective application of scientific and technical knowledge in production.

In 2007 there was founded ANO "Regional Nanotech Center of the Udmurt Republic". The major goal was consolidation of efforts of industrial scientists and specialists in creating favourable conditions for development of nanotechnologies in the Udmurt Republic and development of competitive products and organization of high-technology productions. One of the founders is "Nanoindustriya" concern (Moscow city).

Innovation sessions are held and annual catalogue of innovation projects is published with the purpose of innovation activity stimulation and search of commercially effective innovation projects of the Udmurt Republic.

As a result of annual Republic competitions of innovation projects 15 winners received preferential credits from the budget of the Udmurt Republic for their implementation in total amount of 34 mln. rubles. This will ensure output of innovation products in amount of 1185,58 mln. rubles and create over 200 new jobs.

Since 2009 providing state-financed credits will be replaced by subsidization for reimbursement of expenses on payment of credit interest, received in credit institutions for implementation of innovation projects. This form of state support will allow innovation companies receive borrowed funds for realization of innovation projects with preferential interest in amount of about 200 mln. rubles.

In 2007 new forms of state support of innovation activity appeared: subsidization of scientific and research activity.

For more active participation of youth in innovation activity there was arranged the competition of students' innovation ideas. The competition revealed a great number of inventive ideas among youth. There were 33 innovation projects, ten of them became winners and their authors received awards.

The total sales of innovation products (and fulfilled innovation works and services) during three years of implementation of Republic target-oriented program for innovation activity support were 11747,96 mln. rubles.: 2005 - 3235,43 mln. rubles, 2006 - 3534,26 mln. rubles, 2007 - 4978,27 mln. rubles.

In 2007 Scientific Council under the President of the Udmurt Republic was established for coordination of scientific innovation activity. At its first session there was a decision on development of innovation strategies of Udmurt Ministries and arranging measure for raising innovation culture. As a result there were created sectorial innovation councils and they started work on development of strategy of innovation growth at Ministry of Science and Education of the Udmurt Republic and Ministry of Industry and Transport of the Udmurt Republic. Work creation of sectorial innovation council is done in Ministry of Construction, Architecture and Housing Policy of the Udmurt Republic. Furthermore, after recommendation of the first session of Scientific council under the President of the Udmurt Republic, passports of Udmurt municipal units were added by "Investments and innovations" section.

There is a state support in providing exhibits of innovation companies at international and all-Russian exhibitions. For example, innovation developments of 5 Higher Educational Institutions and Udmurt Scientific-and-Research Institutes took part in the Fifth District Venture Trade Fair of business angels and innovations "Russian capital for Russian innovations" and 2 companies participated in the International Moscow Fair of Innovations and Investments.

Unique multifunctional multimedia work station, presented by Scientific-and-Research Institute of High Technologies, received was permitted to exhibit at the International Exhibition in Hannover and at the XI Petersburg International Economic Forum.

In 2007 under support of the Government of the Udmurt Republic, innovation developments of Udmurt companies in the field of nanotechnology were introduced at the IV Special-purpose Exhibition of nanotechnology and nanomaterials «NTMEX-2007» in Moscow city, where ANO "Regional Nanotech Center of the Udmurt Republic" was awarded honorary diploma, and three of introduced innovation projects were awarded gold medals.

In March 2008 Ministry of Economy of the Udmurt Republic represented 12 innovation projects of the Udmurt Republic at the VIII Moscow International Fair of Innovations and Investments, where 2 of the those projects (CJSC "NPO "Akustmash" and JSC "NIIMT") were awarded gold medals. Development "Raduga" Massage complex for Pre-school Institutions and Schools" of CJSC "NPO "Akustmash" was awarded a special diploma of exhibition contractors.
